Communications Letter 2023-08 Provides updated documentation for our Constitution, Rules of the Game Regulations and Technical Committee Report
1. Minutes of Annual General Meeting and Working Meeting 2023
As attachment you will get the following documents (only to be sent to NMAs):
- Minutes of the IISHF Working Meeting (WM) 2023
- Minutes of the IISHF Annual General Meeting (AGM) 2023
Please take note that according to article 11.17 IISHF Constitution any objections to the minutes must be send in writing to the IISHF within two weeks of receipt.
2. Reports and Presentations from the Meeting
As attachment you will get the following reports and presentations which you have not received with previous IISHF Communication Letters. The IISHF Technical Committee with their presentation at the Working Meeting on 25.02.2023 at the IISHF AGM 2023 in Tel Aviv, Israel about report and rules of the game 2022/2023 and 2024/2025:

4. Members of IISHF Rules Committee 2023
The current members of the IISHF Rules Committee as presented at the AGM 2023 on 25/26.02.2023 are as follows:

Stefan Gehrig (Germany) as Chairman and Claes Fréder (Denmark) as Vice-Chairman were elected for the next 2 year period 2023-2025.
5. IISHF Working Groups 2023 to be established
At the AGM 2023 a number of topics were discussed were we will encourage the NMA’s to take part in the mentioned working groups. The following two workgroups will be created - if interested please contact IISHF at This email address is being protected from spambots. You need JavaScript enabled to view it. no later than 16.04.2023. All participants should be approved by their NMA and the communuication of the participants should be done by the NMA.
- Title Events (based on the proposals made by Austria reference point 6 “change of IISHF Regulations” at the IISHF Working Meeting AGM 2023 and reference point “AOB” at the IISHF AGM 2023).
- Continental Structure (based on the proposals made by India - reference point 5 “change of IISHF Constitution” at the IISHF Working Meeting AGM 2023 and reference point “AOB” at the IISHF AGM 2023).
Groups to report to the IISHF Presidium. The IISHF Presidium will decide who will chair the working groups.
The working group on Title Events shall propose a solution to the IISHF Presidium by the end of September 2023.
6. Status for IISHF Working Groups 2022
At the AGM 2022 a number of topics were discussed including the creation of working groups for selected issues. As no decisions were officially taken at the AGM, the IISHF Presidium decided in its meeting on 16.03.2022 to initiate the establishment of the following work groups (under the condition that sufficient and related member countries would join the Working group):
- Female Skaterhockey Development (reference point 9.5 IISHF Working Meeting AGM 2022).
- Infrastructure Guideline on skaterhockey rinks (initiative from IISHF Vice President Poddubny).
Groups to report to the IISHF Presidium.
The establishment of the two working groups was announced in the IISHF Communication Letter 2022-07 as published on 25.04.2022 and the expansion of the members of the two working groups was announced in the IISHF Communication Letter 2022-08 as published on 10.05.2022
Communication 2023-08 4 26.03.2023
The Working Group for Female Skaterhockey Development (reference point 9.5 IISHF Working Meeting AGM 2022) was chaired by the IISHF Vice President André Poddubny. The members of the working group were the following all approved by their domestic Federation:
- Austria: Tatjana Brunner and Nadine Walluschnig.
- Denmark: Thomas Ask Wiatr.
- Germany: Elisa Thoms and Christian Keller.
- Great Britain: Steven Dickinson and Bethany Hill.
- India: Twinkle Dhamija, Sriti Shaw and Arvindpreet Singh.
- Switzerland: Cassandra Rensch.
- Ukraine: Viola Lorenz.
The Working Group for Infrastructure Guideline on skaterhockey rinks (initiative from IISHF Vice President Poddubny) was chaired by the IISHF Vice President André Poddubny. The members of the working group were the following all approved by their domestic Federation:
- Denmark: Thomas Ask Wiatr.
- Germany: Carsten Arndt and Christian Ciupka.
- Great Britain: Steven Dickinson.
- Switzerland: Marco Eicher.
- Ukraine: Yuri Kyrychenko.
As no report of the activities in both working groups has been officially published so far in any IISHF Communication Letters and/or at the IISHF AGM 2023 then the IISHF Presidium will now ensure that a full report of the activities conducted in 2022 in the two working groups will be published and a plan for any further activities in the two working groups will be announced.
