Communication Letter 2023-04

CL 2023-04 provides information about the issues to be discussed at the IISHF Annual General Meeting in Tel Aviv, Israel, from 25.-26.02.2023.

1. IISHF Annual General Meeting (AGM) 2023 and Working Meeting (WM) 2023

Please find attached the agenda for the Working Meeting (WM) taking place on Saturday 25 February 2023 and the agenda for Annual General Meeting (AGM) taking place on Sunday 26 February 2023 in Tel Aviv (Israel).

2. IISHF Reports 2022/2023

3. Proposals for Changes of IISHF Constitution and IISHF Regulations

With IISHF Communication Letter 2023-01 of 15.01.2023 we provided all proposals received for changes of IISHF Constitution and IISHF Regulations. Since we do have a very large amount of proposals and have only limited time on the Working Meeting, we kindly ask all National Member associations (NMA) and their delegates to carefully read all proposals beforehand and in case of any comprehension questions please to contact IISHF Presidium Member Ingo Goerke (This email address is being protected from spambots. You need JavaScript enabled to view it.) lately until 20.02.2023 by email - Ingo Goerke will immediately reply and answer all your questions.

4. Proposals Official Rule Book 2023/2024

Attached please find the proposals for the Official Rule Book 2023 and 2024. The deadline for the Technical Committee has official ended, so here are quickly prepared the necessary changes.


This is essentially the document already distributed with the previous IISHF Communication Letter 2023-01 as published on 15.01.2023. There’s one small change however: 1.5.3 clarifies on which end a teams starts into the first period. This is just the codification of the current standing and agreed rule. Therefore it’s just a clarification and can go into a mid-term release. The IISHF Technical Committee hope that this can be somehow done - even though they missed the official deadline.


This proposal includes a more complete implementation of the „starting ends“ rule in 6.1 and I new condition under which referees can impose elevated sentences not only based on injuries. The IISHF Technical Committee hope that can get this somehow done - even though they missed the official deadline.

From a legal point of view the IISHF Constitution does not allow any action outside of fixed deadlines and time frames. Furthermore we do not have any IISHF regulations to ask for short-term votes to changes/modifications of IISHF Rule Book.

All Proposals for Changes to the IISHF Rules Book at General Meetings shall be only submitted by the IISHF Technical Committee in writing to the Presidium no later than eight (8) weeks prior to the meeting. The Presidium shall then circulate all proposals to the members no later than six (6) weeks prior to the meeting. These proposals cannot be altered at a General Meeting but must be voted upon without change.

The IISHF Presidium now propose that in this specific case we ask for a vote at the IISHF AGM 2023 with the comments that officially we missed the deadline, but if all NMA’s without any dissenting accept the voting, we accordingly proceed and put it on for a vote at the IISHF AGM 2023.
