Here as given in the IISHF Regulations §18.5 ? version 2017 (participation):

The IISHF Presidium shall determine the final number of teams participating in an European Cup. Each vacant place (which means without automatic qualification according to article 18.2 IISHF Regulations) in an European Cup will be transferred to the National Member Associations as follows:
- All vacant places in all age groups in the sequence of the final ranking of the last Junior European Championship and for all NMA?s not taking part at the last Junior European Championship in the sequence of the final ranking of the last Men European Championship. For all NMA?s not taking part at the Junior or the Men European Championship it will be after best placement in an European Cup in the previous year(s) first taking into consideration the specific age category.
- Each country is entitled to a least one place in an European Cup given that there is a vacant place. If the Champion is not participating then the next best available team from that country is given the place and will take the best ranking after all the National Champions.
- In the ranking the Title Holder if automatically qualify will be ranked as the no. 1.
- In the placement of teams in groups for the European Cup the ranking order will be used however the IISHF Presidium is allowed to replace teams in the groups in order to avoid to many teams from the same country in the same group.
- In the event of a qualified (transferred) Team having declined the vacant place, the place will be automatically given to that National Member Associations next qualified team if they do not already have a place. If this next qualified team is not a team according to article 18.1 IISHF Regulations, this team can confirm its participation within 8 days after the offer has been given to the relevant NMA. If no confirmation is given within this 8 days deadline to IISHF, the vacant place will be offered to another National Member Association in the sequence of the final ranking of the last Junior/Men European Championship.
