IISHF Communication Letter 2013-21 StumbleUpon Toolbar
Deadline for team information - Title Events 2014, Annual General Meeting (AGM) and Working Meeting 2014, IISHF Internal Working Meeting 2014, Proposals from the IISHF Technical Committee, Junior European Championship 2014, Application Form 2014.
1. Deadline for team information - Title Events 2014
Each National Member Association must inform the IISHF latest on the 15th of December each year of the Team names, contact person, full team list and contact address (e-mail) of the National Champion and National Vice Champion and any Host with Wild Card Teams for U19, U16 and U13 for that year.

For the Men and Women National Champion (including Men Cup Champion) and National Vice Champion (including Men Vice Cup Champion) and any Host with Wild Card or defending European Cup Title Holder in those age groups the Team names, contact person and contact address (e-mail) should be provided.

2. Annual General Meeting (AGM) and Working Meeting 2014
The IISHF Annual General Meeting (AGM) and Working Meeting will as previously announced take place the weekend of 22-23 February 2014 in Tel Aviv (Israel).

Attached please find information about the place and accommodation for the AGM provided by the Israeli Federation. Please pay attention to the deadline of 19 December 2013 (2 weeks) and make sure that until this deadline you provide all required information to Eli Abramovich (hockey@013net.net).

All participants should please submit their exact travel plan so that Eli can book the hotel through the agent that they are working with. If you do not produce the required information within the deadline, the hotel booking is not guaranteed any more.

As mentioned in the latest IISHF Communication Letter (2013-20) we recommended that the delegates should plan their travel with departure from the AGM meeting not before 15:00 Sunday afternoon. According to the Israeli Federation you will have to leave the hotel 3 hours prior to your departure (45 minutes travel to airport and another 2 hours for security procedures and check in at airport). As some delegates have to work on Monday and thus have to leave Israel on Sunday, we will close the AGM on Sunday 23 February 2014 at 13:00 latest. The last 10 years no AGM ended later than 13:00 on Sunday and this is in practice the real time the delegates should please stay until if possible.

All Proposals for Changes to the Constitution at General Meetings shall be submitted in writing to the Presidium no later than three (3) weeks prior to the meeting. The Presidium shall then circulate all proposals to the members no later than two (2) weeks prior to the meeting. These proposals cannot be altered at a General Meeting but must be voted upon without change unless withdrawn by the applicant.

All Proposals for Changes to the Regulations and/or the Rules of the Game at General Meetings shall be submitted in writing to the Presidium no later than three (3) weeks prior to the meeting. The Presidium shall then circulate all proposals to the members no later than two (2) weeks prior to the meeting. These proposals can be altered by the applicant at a General meeting before being voted upon unless withdrawn by the applicant. During a General Meeting new proposals for Changes to the Regulations and/or the Rules of the Game can be put to a vote if all National Member Associations being present at the General Meeting unanimously agree.

3. IISHF Internal Working Meeting 2014
The IISHF Presidium will host an IISHF Internal Working Meeting for the managing IISHF Officials in order to prepare for the IISHF events 2014 and the IISHF AGM 2014. The working meeting will take place in Copenhagen (Denmark) the weekend of 1-2 February 2014.

4. Proposals from the IISHF Technical Committee
The IISHF Technical Committee has made the following 3 proposals for guidelines that the IISHF Presidium fully supports and we kindly ask all IISHF National Member Associations (NMA's) for your acceptance of this suggested approach. Deadline for reply to this matter is 15 December 2013. If NMAs do not reply until 15 December 2013, we regard this as their automatic confirmation to agree on these 3 proposals.

1.) All NMA´s agree to fix the IISHF Rules of the Game for 2 years at the AGM 2014 so that we'll have the next big rule change (not talking about minor corrections and clarifications) in 2016.

2.) All NMA´s agree that rules proposals at the AGM will not be accepted any more if they have not gone through the IISHF Technical Committee (and declined there) before. The initial idea of the Technical Committee was to be able to check and discuss rules changes prior to any vote at the AGM given the fact there is not so much time to inspect rules proposals in depth and investigate any side-effects or references.

3.) All NMA`s agree that rejected rules proposals can be submitted to the Technical Committee only two times in a row to ensure that the Technical Committee has not to deal with the same proposal over and over again. If later one NMA does not follow the suggested approach, we would have to accept their proposals to be decided at the AGM but the other NMAs should then probably be reluctant to agree on these proposals.

5. Junior European Championship 2014
Germany and Switzerland (the two finalist at the Junior European Championship 2013) have in response to the request in the IISHF Communication Letter 2013-20 replied that they will not take part in a Junior European Championships hosted in the first weekend of August 2014 and they request that the Junior European Championships should take part according to the IISHF Regulations in September/October.

According to §18.16 IISHF Regulations the European Championships should take place in September or October unless permission is given by the IISHF Presidium and the following applies:

An European Championship can only take place with teams from a minimum of four (4) different nations. From these minimum 4 nations at least two nations had to be placed on place 1-4 at the previous European Championship. European Championships should take place September to October (both months included). Exception is only possible after permission given by the IISHF Presidium.

IISHF hereby welcome applications from BISHA or any other NMA to find a hosting date in September or October 2014 for the Junior European Championships 2014. As mentioned previously the next deadline for applications for IISHF Title Events is 15 December 2013.

6. Application Form 2014
A new application form 2014 is now available (as attachment and to be downloaded from www.iishf.com). The form is to be used when an NMA make an official request to host/organize an IISHF Title Event.
