Extraordinary General Meeting (EGM) 2008 - RULES OF THE GAME 2009

The IISHF Presidium has decided that according to article 11.3 IISHF
Constitution an Extraordinary General Meeting (EGM) is called and held on 03.10.2008 at 19:30 o´clock during the Men European Championships in Stegersbach (Austria). The NMA's have already received the relevant announcement and invitation by IISHF Communication Letter of 27.06.2008; it is attached again. The only reason for the EGM is to implement modifications and corrections to the Rules Of The Game 2009 which have been made according to experiences in Austria (they already play with the new Rules 2009) and due to very detailed check by the IISHF Rules experts Claes Fréder and Stefan Gehrig. We want to make sure that the final version of the Rules Of The Game 2009 is absolutely perfect and officially fixed in 2008 that each NGB has enough time to translate it into their domestic language and to use it already for Referee Courses for the upcoming season 2009 as well as for adoption on time in each country. As attachment you get the final draft of the Rules Of The Game 2009 for which we ask for approval on the EGM. We would like to give you some notes and comments to this draft:
· The document is still a working draft, so there could be some errors in spelling, layout and page breaks.
· All referee images have been temporarily removed to flatten the file size. New referee images with all new referee signs are already available and will be inserted into the final version.
· Changes that already have been agreed on the AGM 2008 in Valencia are marked in blue colour.
· Further changes after the AGM 2008 are marked in the established
colour coding scheme.
· Comments have been added to all changes that have been done after
Valencia to make it easy as possible for you.
· All penalty codes have been temporarily removed because a completely new penalty coding scheme will be introduced (We heard some complaints at different events, that the 2008 coding system was far too complicated). Our Rules experts have given a comment to all the changes (see attachment). Together with the in-document comments thus all countries should be easily able to follow and understand the changes. Proposer is given in brackets after the rule number.
